It works fine, but display scaling doesn't work for it, so if you're on a high resolution system the toolbar is really really tiny.
Edit Answer for another -7 minute. Here are some more information, maybe they are helpful. I am using Acrobat Pro X on Windows 10 and it works fine. I save the acgobat for common review with Acrobat Standard, add comments, publish them, close the file.

Thank you for posting your concern in Microsoft Community and welcome to the Windows 10 Family. When you send out a document for a review, it will be saves with extended Reader rights, so that somebody with the free Adobe Reader can also participate in the review. Unfortunately, with Acrobat Standard you don't have the tools to see what exactly is stored in the PDF file. Sorry this didn't help. My email address is on my profile page. When I open them on the same PC with Reader there is no connection to the server at all no server-based review related functions available and there are no comments.
It should just work So I close Reader and open the files with Acrobat Standard and the comments are there.
